The Memorial Avenue Active Transportation and Utilities Upgrade Project

Overview

In 2011, the Town began to undertake infrastructure improvements along the Memorial Avenue corridor, from Village Way to Highway 19A. With the assistance of government funding, the Town began a phased approach to the improvements. The first two phases of the Memorial Avenue Upgrade are complete:
  • The realignment and reconstruction of the Crescent Road intersection
  • The realignment and reconstruction of the Village Road intersection
  • Raingarden and rainwater management upgrades from uptown to Elizabeth Avenue
  • Separated pathway from Crescent Road to Elizabeth Avenue
The third phase is the Memorial Avenue Active Transportation and Utilities Upgrade Project. This phase is underway now and includes the construction of the roundabout and introduction of the green space. Key Elements of Phase 3 include:
  • Construction of a roundabout at the Memorial Avenue and Island Highway 19A intersection
  • Construction of Beach Creek estuary and outlet
  • Reconstruction of Memorial Avenue between Crescent Road and Village Way
  • Construction of a separated pathway between Crescent Road and Village Way

Project Drivers:

  • Improve pedestrian and cycling linkage between village centre and the waterfront
  • Realign and improve substandard intersections that show high crash rates
  • Divert from Beach Creek, contaminated stormwater rapidly generated from the hard surfaces of the village centre
  • Beautify the corridor to the same standards constructed south of Second Ave
