Financial Plan Process

Public consultation is an integral part of the Town of Qualicum Beach’s financial planning process, and 2023 was the first year of a two-year process to improve public engagement.

In 2024, the Town’s budget process will be distinctively different from previous years, and budget discussions will be supported by a Financial Plan document prepared in accordance with best practices recommended by the Government of Financial Officers Association (GFOA).

2024 Financial Plan Meeting Dates

To encourage community input the following meetings are open to the public to provide input and ask questions. These four Committee of the Whole (COW) meetings will be held in the Council Chamber of Town Hall:

  • December 13, 10am, COW meeting (preliminary budget discussion)
  • January 17, 2pm, COW meeting (public engagement)
  • January 24, 6pm, COW meeting (public engagement)
Following public input, the Financial Bylaw will be given readings by Council to meet the relevant adoption deadline for submission to the Ministry. These meetings will be held in the Council Chamber of Town Hall at 10:00 am
  • February 7, Regular Council meeting (1st Bylaw Reading)
  • February 28, Regular Council meeting (2nd & 3rd Bylaw Reading)
  • March 13, Regular Council meeting (Bylaw Adoption)

Ways to Engage in the Financial Planning Process

  • Ask questions and provide input at the Committee of the Whole meetings.
  • View the meeting live and after the meeting at qualicumbeach.com/council-live-streaming
  • Write to Council via email at qbtown@qualicumbeach.com or via mail to P.O. Box 130, Qualicum Beach, V9K 1S7.
    Comments to be considered by Council at the meetings should be received by noon on the day before the COW meeting.
