The Town of Qualicum Beach is undertaking the planning and visioning process for a new waterfront park at the former St. Andrews Lodge site (3319 Island Highway West)! We would like to invite you to participate in the development of a conceptual plan for the new park. The conceptual plan will be a tool to guide physical development and changes over time. Some elements that the plan will consider include:

  • A park vision and guiding principles
  • Short-term and long-term options for activities that could occur in the park
  • Ideas for new park facilities
  • Key challenges and opportunities that exist on the site today, and that may arise in the future
  • Priorities to sustainably balance park recreation with respect for the waterfront’s environmentally sensitive areas
Please join us at our upcoming community events as we begin the discussion about site values, potential park uses, recreational activities, amenities, and ideas big and small. As a community member, your knowledge, experiences, and opinions will be valuable to the project team as we generate planning options and develop an overall vision for the future park.

The Project So Far ...

  • June 2019 - Planning & visioning event held for public input.
  • June - July 2019 - Online survey completed for public input on Phase 1, with over 200 responses received.
  • July 2019 - Information Table at Beach Day Event
  • September, 2019 - Community meeting to undertaking the second phase of the concept plan process. See results here
  • October, 2019 - Online survey completed for public input on Phase 2. See results here
  • January, 2020 - Committee of the Whole Meeting presenting Preferred Concept Plan, with feedback received.
  • February, 2020 - Concept Plan adopted. See the plan here
  • February, 2020 - Council approved the following actions (see the memo to council discussing the recommendations here):
    • 1) Remove seven cabins from the St. Andrews property
    • 2) Create a feasibility study/staff report on the future for the St. Andrews Lodge building
    • 3) Commission an arborist report to outline recommendations for the existing trees, and a replanting plan
    • 4) Solicit public feedback on naming the park “Elizabeth Little Waterfront Park”, until March 30, 2020. Send your feedback to
  • June 2020 - Council approved the following actions at the June 24, 2020, Regular Council Meeting (memo here):
    • 1) Staff to solicit offers of the former St. Andrews Lodge building for relocation, subject to the requirement that the historical integrity of the building will be protected.
    • 2) Staff to solicit offers from the public of the former St. Andrews Lodge building for on-site uses.
    • 3) Staff to prepare a report including costs on the condition improvement analysis and cost summary for the St. Andrews building, including ongoing maintenance costs.
  • July 2020 - RFP seeking proposals to use the former St. Andrews Lodge Building (the “Lodge”), either for adaptive reuse onsite or to be relocated to another location - here
